Spencer clerked for the Honorable R. Guy Cole, Jr. of the U.S. Court of Appeals for the Sixth Circuit and the Honorable Edmund A. Sargus, Jr. of the U.S. District Court for the Southern District of Ohio. Prior to his clerkships, Spencer served as an attorney with the Ohio Justice & Policy Center through the Promise Institute for Human Rights Fellowship, where he represented clients in civil rights litigation, parole hearings, and applications for clemency and expungement, and argued appeals on behalf of indigent defendants.

Spencer earned his Juris Doctor from UCLA School of Law, where he graduated second in his class, was inducted into the Order of the Coif, completed specializations in Critical Race Studies and Public Interest Law & Policy, and published articles on complex litigation. While in law school, he worked with the national prescription opiate litigation plaintiffs’ executive committee, supporting cities and counties seeking to hold pharmaceutical companies accountable for their role in the opioid epidemic. His legal work also included representing miners suffering from black lung disease, labor unions and union members, undocumented immigrants seeking visas, workers laid off during the COVID-19 pandemic, and community groups pursuing voting-rights litigation.

Before becoming an attorney, Spencer spent ten years as a union and community organizer, leading large-scale organizing and contract campaigns across multiple states and managing teams of organizers nationwide. That experience continues to shape his legal practice, giving him a clear understanding of how systems operate, how power is exercised, and how legal advocacy can drive meaningful change.
